Both Eagle and CirCAD have free evaluation software available for download.
If you use a program other than Eagle or CirCAD then you must generate and submit the Gerber and drill files for your PCB.

Single-sided circuit board: $0.65/in²
Labour: $55/hour (Internal), $72/hour (External)
